If Outlook rules stopped firing automatically, then most probably the rules files has corrupted in user profile. To fix this issue, Rename (or delete) Outlook.SRS file at following location:
C:\Users\<replace username here>\AppData\Roaming\Microsoft\Outlook

I came across tghe same issue, and found your feedback initially strange, but then: very helpful; My Outlook rules are running as expected now, directly from O365 after deleting/renaming the srs file (it auto-created it after renaming …) Thx !
This didn’t help me. I’ve tried everything I’ve found on Google to try and get them to work but alas I have to run the rules manually all day long. I’m amazed that after all these years, Microsoft still can’t get rules to work reliably in Outlook.
